I need help with my heater!?

i have a ten gallon tank and i got a new heater and a betta to put in there. i got the tetra whisper heater for 2-15 gallons. how long would it take the heater to completely warm the water so i can put the betta in there? the light of the heater is on but the water is still cold. so how long would it take?
