Why do people practice Hazing in fraternities high schools etc.?

I was watching a THS on Hazing and they had stories about it in sororities and fraternities, high school and the military. People were being hurt and humiliated and I couldn't believe that nobody did anything about it. I was wondering why people do it and why other people let it happen.
