Windows Vista Startup Problem?

I have a Windows Vista laptop and everytime I turn it on it would show the companys logo and then go to this black and white screen that said Windows Error Recovery and it says to insert a Windows Recovery CD. I have tried to insert my Windows Vista Upgrade CD and it just stalls at a black screen for a bit and then it goes to the same error screen. I don't know what to do because not even safe mode would work.
